Abstract

Public services always become issues in society life.Negative image of public services reflected from many responses, complaints and scorns from society in every mass media like radio, television, newspaper and many moreDemand of reformation on 1998 forced government to change paradigm of public services like bureaucracy stand on new paradigm of public servicesIn East Java, substantially has built new comprehension for realize public services that suitable with good governance of government. This research focus on strategic aspect of Organization Bureau of Secretariat Area on policy implementation of public services in East Java. In implementation, public services in East Java refer to UU No.25 Tahun 2009 and one form of implementation with top down approach. This policy centralized from actor on center level to East Java government to city or district government, and then continued by administrator and lower bureaucrats. This research is descriptive research with qualitative explanation refer to interpretation result during research.This research gives conclusion that strategy of Bureau Organization in policy implementation of Public Service in East Java do with some phases. Those phases are interpretation, organization, and application. Then all factors that affect to execution of strategy on implementation in Public Services are communication, human resource and budget resource, disposition, and bureaucracy structure. All factors are connected and affected with others. While impacts from implementation can look from SPP indicator, IKM, SPM, pilot services unit and province services unit international certified from SKPD and city/district government always increase from 2009 to 2013. Besides that, achievement of quality in public service on 2014 is good classification (with 71.20% on average)
