Abstract

In reality in society, where scavengers can be seen from two different sides. On the one hand, this scavenger profession is able to provide job opportunities to the scavengers themselves when the government is not capable of creating jobs for those who desperately need jobs. The perception of most people that work scavenger is something negative, but there are those who have a positive view that the work of scavengers. Seen a negative opinion of the manner and process as well as the place where they perform work activities are always mingled with the stench of garbage and health effects. For those who have a positive outlook, where scavengers can reduce the volume or piles of garbage that is not well ordered. Besides, scavengers is also an independent worker when the government can not or is not able to provide jobs for them, but with scavenged they would be able to create their own employment opportunities. People assume that the scavenger is something that is important in terms of environmental cleanliness, another assumption scavenger independently to meet the economic needs of the results pulungannya. On the other hand the public perceives that the scavenger may cause unrest if they sign kepekarangan citizens. Communities also considers scavenger slums and have low education but another assumption actually scavengers are environmental heroes. According to the environmental community dwelling scavengers are generally not eligible for occupancy, due to environmental conditions such as these do not meet the standards for health. From the above phenomenon it is necessary to change the public perception of the community is considering scavenger scavenger is still needed to help the government to solve the garbage problem in urban areas this research will examine how the role of the media, especially print media in building the public's perception of the scavenger community to remember the newspaper is the mass media which is quite old compared to other types of mass media. Through the development of the pattern of agenda setting, it will wake up a positive perception of the public about this scavenger communities where public memory and the attractiveness of the issues are important in shaping public perception.
