STANDAR PELAYANAN UMUM UJI EMISI TERHADAP KENDARAAN BERMOTOR (RODA EMPAT) DI DINAS PERHUBUNGAN KOTA SURABAYA

Abstract

Form a good goverment as the demands of society, can be presented in 3 (three) main elements transparency, accountable, and that means entire stoke holder involved either directly or indirectly in decision making and implementation. Air pollution caused to motor vehicle exhaust emission very alarming and causes a decrease in air quality and enviromental support. Therefore, according to law a test service of exhaust emission for motor vehicles. This study used a qualitative research method of data collection techniques such as interview, literatur, and documentation. The study site is located in the Dinas Perhubungan of Surabaya. The result of this study it can be concluded that Dinas Perhubungan of Suarabaya does not have any emission testing service standard refer only to the Minister of Enviroment No. 5 Tahun 2006. Dinas Perhubungan of Surabaya has not been effective in providing emission testing services. Because it does not match the standard of public services.
