Abstract

PNS recruitment system which has been implemented in Indonesia is still far from what is expected. The clerks were obtained by organizing the recruitment of civil servants are still far from the needs of the organization that has been designated. Civil servant recruitment system has been running have not been able to capture the prospective supply of qualified personnel and high quality. Quality and quality of the supply of employees resulting in the recruitment of civil servants are still far from the minimum standard. Supply employees who are less qualified and less qualified is certainly bringing the outcomes rather than the other, such as the difficulty of educating and training personnel, weak employee in performing basic tasks and functions, and creating an environment / working environment less conducive, which in turn will create a culture of working poor, There are a few other components needed to create a professional civil service and waiters, among others, namely: First: Government Management Support. Support government management here is very necessary to encourage the birth of professional civil servants in the field.
