Abstract

The motor vehicle inspection is a policy established by the Minister of Transportation which serves
as a tool to test the feasibility of a vehicle. Motor vehicle testing is given as the main requirement so that
vehicles can operate by considering the safety and environmental sustainability factors. Institutions that
are authorized to conduct motor vehicle testing are divided into three categories, namely local
governments, brand holder and private units. At the local government, the authority to test motor
vehicles is held by the Department of Transportation in each region. At each test post, there are several
testers with various levels in accordance with their authority as stipulated in the Minister of
Transportation Regulation No. 156 of 2016 concerning the Competency of Periodical Vehicle Testers.
Basically, public services are needed to provide and meet the needs of the recipients of public services as
well as implementing the laws and regulations. In this thesis research the descriptive qualitative research
method is used which explains the motorized vehicle test in detail. The results of this study indicate that
the implementation of the ministerial regulation has been optimal in improving testing services to the
public. But there are still some obstacles faced such as limited land and lack of field testers. Therefore the
need for a solution in the form of land expansion for motor vehicle testing and the addition of the number
of testers so that the problems that occur can be resolved properly. Leaders and employees are expected
to be able to quickly and appropriately overcome the problems that occur in motor vehicle testing.
