ANALYSIS OF WARRANTY PROGRAM (JAMPERSAL) IN IMPROVING QUALITY OF SERVICE PREGNANT WOMAN LABOR (Study At Kediri District Health Office)

Abstract

Guarantee oflabor is or known as Jampersal is one of the programs of the Ministry of Health based on Permenkes. 252 / Menkes / Per / XII / 2011 concerning the Technical Guidelines for Maternity Assurance. Jampersal activities are officially implemented throughout Indonesia since january 2012. childbirth Guarantee (Jampersal) is a development of Jamkesmas with estimated target of Jampersal target is 60% from estimated number of deliveries. Jampersal as financing collateral used for the examination of pregnancy, delivery assistance, postpartum services including post-natal KB services and newborn services whose financing is guaranteed by the Government. Jampersal in addition to improving the quality of maternity delivery services but also one of the breakthroughs taken by the government in efforts to reduce MMR (Mortality Rate) from 228 per 100,000 live births in 2007 to 102 per 100,000 live births in 2015. This study aims to find out how the Program GuaranteePersalinan in improving the quality of service, to determine the factors that support and inhibit the service of Labor Guarantee Program and also to know the description of knowledge and attitude of pregnant women to the Maternity Guarantee Program. From the results of research that researchers have done, the Maternity Guarantee Program in Kediri Regency in improving the quality of maternity delivery services performed by the District Health Office by conducting a program of Jampersal Assurance (Jampersal) it can be concluded that the program Jampersal (Jampersal) can be interpreted as a form of policy government in the field of health services issued by the Ministry of Health of the Republic of Indonesia in 2011 through Regulation No. 631 / Menkes / Per / III / which aims to improve public access to health services of pregnancy and childbirth performed by doctors or midwives in order to reduce MMR and IMR through financing guarantee for delivery services. Then the factors that support the implementation of pregnant women's Jampersal Program in Kediri Regency are the easy management of Jampersal Program, and the health service guarantee received is the service that is needed by the society. While factors that are in the implementation of pregnant women's Jampersal Program is health
education, the assumption of expensive health services, lack of information about Jampersal.
