Abstract

The phenomenon of abandoned children in Indonesia is a complex social issue. Life being a neglected child is not a pleasant option, because they are in a condition that is not possible to meet their needs. Seeing these problems, researchers are interested to examine these issues. The government and the community have made efforts to alleviate the problems of neglected children through HidayatulHikmah
Children's Institution of Mojokerto Regency. This research is needed to find out how the implementation of social welfare services in abandoned children in HidayatulHikmah Children's Institution of Mojokerto Regency? What are the constraints What are the obstacles faced in the implementation of social welfare services for abandoned children in HidayatulHikmah Child Welfare Institution in Mojokerto Regency? And Efforts to Overcome Implementation Constraints Social Welfare Services In Children Abandoned In HidayatulHikmah Children's Institution Mojokerto regency? To answer the formula, the researcher uses PERMENPAN service standard in 2004, Moenir theory of public service constraints, and awareness efforts and infrastructure facilities. The research methodology used is a qualitative approach which then poured in descriptive method. Data collection is done by observation, interview and documentation. Selection of informant source is done by Sample Purposive technique, while the informant in this research amounted to 3 people that is 1 coach and 2 social worker.
Based on the research results can be seen that the implementation of social welfare services such as procedures, time, cost, product, infrastructure, and competence of service providers. Then it can be seen that there are several factors that become obstacles in the service of awareness factor and factor of infrastructure. And its effort is about social worker's distribution and infrastructure.
