Abstract

Bureaucratic reform in Indonesia is becoming a very important issue and gets its own review after the political reform in 1998. Bureaucratic reform is expected to be gradually running after political reforms rolled out, but the facts show that the social reform of the bureaucracy is experiencing significant barriers to date. Corruption cases that occurred in State institutions are evidence that reform of the bureaucracy is not yet running optimally, even corruption case already decentralized until to the area. Proof that corruption is already decentralized to the grassroots level of Government is a large number of cases of corruption uncovered in the administration area of the village government even. Based on these problems, the author has an idea to prevent the occurrence of corruption at Government level the village through the idea of the reform of the bureaucracy of the village through the Integrated Digital Village to realize transparent and Village Government Accountable. Integrated Digital Village is a package of services to the public through a computer connected to the internet, digital cameras, printers, fax machines, and e-government. This research using the method of data collection in the form of a study of the literature through several sources, i.e. the results of research journals, reference books, scientific papers and publications, internet resources. The results of this research concluded that the cause of the occurrence of corruption in the village because the village chief often serves as a spearhead in the activity as well as in terms of financially. To make this program then there are two government institutions that play an important role, namely the Ministry for administrative and Bureaucratic reform of the State apparatus, as well as the Ministry of communication and information.
