STRATEGI PEMBERDAYAAN MASYARAKAT DALAM MENGATASI KEMISKINAN

Abstract

In the midst of the economic recovery efforts of the country for the economic crisis mentioned above there is a discourse about the need for a decentralized development process, which is defined as the process of delegating decision-making powers and financing the development from the center to the regions. The discourse emerged with the emergence of awareness in the economic context, where the discourse of regional autonomy can bring positive impacts, among others, hope for the decrease of economic distortion, improvement of accountability to local communities, and increased mobilization of funds in the region. The root of poverty in Indonesia should not only be sought in the culture of lazy hard work. The whole situation that causes a person to not carry out his or her full productive activities should be taken into account. The factors of poverty are a combination of internal and external factors. Incorrect development policies are included in external factors. Corruption that causes reduced budget allocations for a development activity for the welfare of the poor also includes external factors. The enforcement of Regional Autonomy becomes an individual opportunity in overcoming the problem of poverty through the concept of empowerment. This can happen because the regions are given the widest possible opportunity in accordance with the autonomy right that it dictates to megatur and megurus its own affairs intended in the effort to alleviate poverty. Therefore, the author will try to describe about how the empowerment of the poor in the middle of Regional Autonomy.
